What is ARRA?

On Feb. 17, 2009, President Barack Obama signed into law the American Recovery and Reinvestment Act of 2009 (ARRA). The $787 billion federal economic stimulus contains a combination of spending programs and tax credits, consisting of nearly $355 billion for transportation infrastructure, health care programs, education, housing assistance, and energy efficiency projects; $144 billion in state and local fiscal relief; and $288 billion in personal and business tax credits.

Different agencies – such as the departments of Education, Housing and Community Development, Health and Human Services, and Energy – decide who will receive award grants and contracts. For more information visit Recovery.gov.

What has Greensboro received?

The City of Greensboro has already been awarded (either directly or through the state or another agency) grants totaling $23,245,268 through ARRA. City staff has tracked over $38 million that was awarded to nonprofits or other government entities for use within Greensboro. City staff is continuing to investigate more resources within ARRA. How will ARRA funding impact Greensboro?

Many of the ARRA funds are going toward 'shovel ready' projects and preference is given to contracts which can be awarded within 120 days of the grants being executed with the federal government. It’s the intent of the Recovery Act to create and retain jobs as well as promote energy efficiency and improvements in infrastructure. The number of jobs created or retained will be reported quarterly on this Web site. The Recovery Act is being monitored with a very high level of transparency and accountability. How has the City responded to all of the new ARRA funding?

Greensboro’s Recovery Team is led by Denise Turner, Assistant City Manager for Communications. Joining her on the team are members from various City departments, some who are receiving direct ARRA grants and others responsible for financial and regulatory oversight. It’s a City-wide effort to make certain that ARRA funding gets out into the local economy and to help Greensboro residents with new or retained jobs, job training, better roads, improved housing, lower utility costs through energy efficiency, and a host of other public services and projects.
